A lot of it works by copying rights to other folders or users, but that makes it more difficult after a while to know which rights should be copied. It's also not always straightforward to understand who can see what. But there is a 'Login as' function so you can mimic another user to help with that. Finding images with a specific tag is difficult as there is no tag cloud to click tags. This was great because you could ensure all members of that group had the same permissions. Now that this feature is no longer available, you must rely on each administrator to enable the proper permissions to each individual user.
