It is a full blown IDE that allows to develop Java programs but also works in conjunction with WSO2. The great benefit is that it allows to set up a graphical high level overview and fill in the configuration details either via properties or in the source view. It also allows to create extensions to WSO2 in Java so it is a multi purpose environment that really has a lot of options.
